Nigerian Port Authority- Cargo Tracking Note Requirements


We have received notification from the Nigerian Port Authority (NPA) of a requirement for a Cargo tracking note (CTN) by Nigerian authorities. This requirement is effective from any bill of lading date of January 11, 2010.
We understand that this is a late notice; however, this announcement was only provided recently. We have been doing our own investigation internally on the requirements and procedures and must relay this information to our clients in order to avoid you and/or your consignees having issues at destination.
This requirement is not US regulated, but Nigeria regulated and therefore any issues that may arise will occur at destination.
PAL can process the Cargo Tracking Note for any shipment shipped through us; however, we have implemented some procedures that will act as a prerequisite to us processing the CTN on your behalf. Should you choose to process the CTN on your own, we can offer you the contact information of the Agency offering the service here in the US (see below.)
Please note that PAL shall take no legal or financial responsibility for any missing CTN numbers.
Please note that any cargo you’ve had sail after January 10th, 2010 will require a Cargo Tracking Note in order to release the cargo at destination. The NPA has announced that they will NOT impose any fines or penalties until March 1st, 2010. After such date, any cargo shipped arriving after March 1st, 2010 will be penalized at destination. The NPA has announced that the CTN certificate MUST accompany the bill of lading at destination in order to have the cargo released.
The pricing for the CTN processing is to be paid to the Agency (CIS) in euros and therefore monetary value in USD is subject to change as currency fluctuates. At this time, associated costs for CTN processing is as follows:
Ro Ro Unit (under 5 ton) $375.00 20’ Container $375.00
Ro Ro Unit (over 5 ton) $455.00 40’ Container std/hc $455.00

If you would like PAL to process the CTN on your behalf, this amount MUST BE PREPAID.
A small fee processing fee will apply.
PAL will not process the CTN on anyone’s behalf without prepayment.
Please bear in mind that the amounts mentioned above as the associated costs for the CTN are as outlined by the authorized agent to issue the CTN here in the US, contact info as follows:

Early compliance is critical in order to avoid delivery delays, storage charges, etc in Nigeria. Effective immediately (for any cargo shipped after 1/11/2010,) PAL will not issue house original bills of lading nor offer carrier original bills of lading without the CTN provided by you prior or processed by PAL directly as outlined above. This is to ensure avoidance of any fines imposed by the Carrier to PAL as well as to you.

***Please note that this announcement is merely PAL relaying information which has been given to us. We have no control over the regulation or implementation of these rules. We do require mandatory CTN nor advise our clients to not follow these regulations. We are simply forwarding the information on accordingly in order to educate all parties.***
